NEW YORK STATE (April 29, 2013) – Last week, Governor Andrew M. Cuomo  announced the expansion of a state program that helps unemployment insurance recipients start their own businesses.

agreements, business concepts, collaborations, collages, commerce, communications, concepts, data, exchanges,Fotolia, ideas, information, internet, laptop computers, meetings, networking, technologiesRecipients of unemployment insurance benefits generally must demonstrate that they are actively seeking work to be eligible for assistance. Under New York’s Self-Employment Assistance Program (SEAP), unemployed New Yorkers interested in launching their own businesses, rather than seeking other employment opportunities, are eligible to receive unemployment insurance benefits and entrepreneurial training while they work full-time to start their own businesses. The Governor today announced the expansion of the program to benefit long-term unemployed New Yorkers.

“Small businesses are the fuel that makes New York’s economic engine run,” Governor Cuomo said. “Under the Self-Employment Assistance Program, the state has worked successfully with unemployed New Yorkers with an entrepreneurial spirit to give them the resources they need to launch their own businesses. The program is a win-win, giving the unemployed a better shot at reaching for the American Dream, while spurring the start of new small businesses in communities across the state."

Previously, an unemployment insurance beneficiary was only eligible to participate in SEAP during the first 26 weeks of receiving unemployment benefits. The Governor’s action extends eligibility for the program to those that have passed the 26 week mark, and are receiving Emergency Unemployment Compensation (EUC).

To enroll in the program, participants must have received at least 13 weeks of regular unemployment benefits or have 13 weeks of EUC remaining. Participants also must develop a business strategy, attend 20 hours of entrepreneurial training, meet with a business counselor at least twice and work full-time on starting their businesses.

“SEAP graduates are leading the way as New York expands and creates new businesses across the State,” said State Labor Commissioner Peter M. Rivera. “I’m very pleased that the Labor Department is able to make this program available to more unemployed, ambitious New Yorkers.”

In 2012, 586 unemployment insurance claimants participated in the SEAP, of which an estimated 363 started their own businesses.

NEW YORK STATE (April 28, 2013) – Congressman Chris Gibson (NY-19) announced on Friday the introduction of legislation with Rep. Kurt Schrader (D-computer hardware, computer ports, computers, computing, connection ports,PCS,Photographs, technologyOR), a fellow No Labels member, to reauthorize the RUS Broadband Loan and Grant Program.

In addition, the legislation, H.R. 1639, creates a combination loan-grant option, and seeks to improve the program to ensure funding is targeted to the areas that have the most need.

“This legislation improves the program by incorporating the feedback I received from providers, local officials, and consumers at two district broadband symposiums. In addition, a combination grant-loan program could further the ability of underserved areas to gain the resources they need to expand.  Broadband access is critical to the ability of our small businesses and family farms to be economically competitive as well as provide essential services to local residents,” said Congressman Gibson. “As I did last year, I will be working to include this program and these improvements in the Farm Bill that we are writing in the House Agriculture Committee.”

H.R. 1639 reauthorizes the RUS Broadband Loan and Grant program, designating not less than 70% of the funding for low-interest loans to expand broadband services. Additionally, the legislation allows providers to submit information regarding broadband they already offer in an area being proposed for an RUS Loan, helping to make certain funding is prioritized to those areas with no available service provider.

In 2011, Congressman Gibson’s amendment saved the RUS Broadband loan program from elimination.

SULLIVAN COUNTY, NY (April 23, 2013) – The US Department of Labor has lifted the suspension of enrollment at the Delaware Valley Job Corps.

Go to the national Job Corps Web siteThis comes on the heels of a community campaign to maintain the program, assisted by Assemblywoman Aileen Gunther.

Gunther, after hearing about the enrollment suspension, contacted Seth Harris, Acting Secretary of the US Department of Labor, to voice her concerns about the impact the plan would have not only on the students who attend, but on the community.

“Nearly 20,000 students have attended the Delaware Valley Job Corps,” Gunther wrote in a letter earlier this month. “While there, they have contributed in countless ways to our community – helping with beautification project, planting community gardens, and assisting in fundraising events to support local non-profits and civic organizations.”

“This was a collaborative effort,” said Assemblywoman Gunther. “From Senator Gillibrand, to the members of the community and myself, this shows the power of collaboration. Working together, we were able to do great things for our community, and I am proud to have been a part of that.”

The event is held at the Hortonville Presbyterian Church and is organized by Jane Orcutt, who also serves as accompanist for some of the acts. The show is MC’d by the ever-witty Richard Ross.

For 27 years, the Talent Show has been a way to raise money for local charities, and this year was no different.

IMG_6848 The 2013 beneficiary was the Main Street Thrift Shop in Callicoon, which is sponsored by I.O.U. (Interfaith Outreach United). Overseeing a budget of $75,000, the Thrift Shop helps people with rent, fuel and doctor bills. Halfway through the event, the audience was treated to a mini-fashion show where models sported some of the clothes available at the Thrift Shop.

Because of the Talent Show, a donation of $715 was given to the Thrift Shop.
Performers sang, told stories and acted in skits, musicians played all sorts of instruments from banjos to guitars, and from violins to a pen (yes, a pen).

IMG_6846 All performers (and hosts) received a special certificate from judges Jonathan Charles Fox, columnist from The River Reporter, Carol Montana, editor of The Catskill Chronicle and Dharma the Wonder Dog.

Performers included singers: Jim Newton, Ken Rodgers, Walter Egner, Kathy Bernitt, SilviaIMG_6855 Hoffmanbeck, and The Sturbridge Lions Quartet (whose annual bribe to the judges – which, of course goes to the charity) was raised to $10 this year);  musicians: Curtis Brooks – piano, Amelia Brooks – piano and violin and Jay Brooks – cellist, Joe Hoffsommer – pen player, Richard Barkley – banjo, Jeff Newton – guitar and harmonica, and Carol Smith & Aldo Troiani of Little Sparrow; and specialized performers: Dan Fritz – storyteller, Kathy Aleschus and Andy White – comedy skit, Lou Setron – storyteller, and Brett Dirie & Dennis Bernitt – Civil War presentation of arms (salute to our veterans).

Here are some additional photos from the show. To see more photos or to purchase prints, go to 27th Annual Hortonville Talent Show, or visit The Catskill Chronicle on Zenfolio.

They support locally sustainable economies like working farms and forests, ecotourism, and outdoor recreation, and they conduct educational and community events designed to connect people to the lands where they live, work, and play.

There are offices in Hawley, PA and Bethel, NY, and the Conservancy is frequently looking for gardening and maintenance support too.Mountains D. soete

The Conservancy hosts, and participates in, multiple educational, community, and fundraising events throughout the year. Volunteers can staff a booth at an event, sign in participants at a workshop, or help with setup of a program. Pick the event and arrive the day of the activity, or help with planning.

For a more involved volunteer experience, they have a number of standing committees including land protection, Eagle Institute, outreach and development, finance, stewardship, and others that welcome new members. These committees meet on a regular basis to plan, implement, and carry out specific tasks to support the successful operation of the Conservancy.

Do you have skills not mentioned here? The conservancy often needs advice on real estate, law, accounting, financial management, marketing, environmental stewardship, farming, forestry, water resources, fundraising, and more.

Today’s libraries are driven by the needs of the community and provide a wide range of opportunities for people with diverse needs and interests. Libraries and librarians throughout the country are providing their communities with tailor-made collections and services for people of diverse backgrounds, language abilities and technological skills. The Ramapo Catskill Library System (RCLS) and its member libraries, during National Library Week are celebrating the valuable contribution of libraries and librarians in schools, universities and public libraries. The library helps foster all types of communities. Celebrate today by visiting your library – in person or online and remember that “Communities matter @ your library.”

“Community-building connections are happening all the time at your library. From new moms connecting at storytime to small business owners convening to books, boys, brothers, childhood, children, education,Fotolia, friends, happy, kids, libraries, males, people,Photographs, readings, reads, schools, siblings, together, youthsmake opportunities happen, to teens meeting up after school,” said Robert Hubsher, RCLS Executive Director. “We see this in our local libraries firsthand, in ways big and small.”

“Service to the community has always been the focus of the library. While this aspect has never changed, libraries have grown and evolved in how they provide for the needs of every member of their community. Libraries are the heart of every community and National Library Week is the perfect time to visit your local library and see that this trusted institution makes it its business to enrich and shape the community and address local issues.”

National Library Week 2013 marks the 13th year of The Campaign for America’s Libraries, a multi-year public education campaign sponsored by the American Library Association (ALA), and libraries across the country to speak loudly and clearly about the value of libraries and librarians in the 21st century.

Americans,African descent, caucasians, education, girls, homework, libraries, pencils, people, smiling, students, textbooks, writings, academicEveryday more than 120,000 librarians nationwide connect students, families, senior citizens, businesspeople, teachers and professors with the information they want and need to be successful in a swiftly changing and increasingly global era. With today’s tough economy, libraries offer free resources to help people find jobs and learn new skills. With tools to help you search for a new job, resources to help your kids with their homework and, of course, books to expand the horizons of your dreams – it’s all free at your library. People of all ages and backgrounds find entertainment, develop skills and come to find their place in the community. People gather for book discussions, for storytime with their children or to volunteer or look for volunteer work. The local library helps the community thrive.

National Library Week is the perfect time to remember that “Communities matter @ your library.” For more information on special events and programs being held during National Library Week, contact your local library listed in the white pages of your telephone book or visit the Ramapo Catskill Library System’s Website at www.rcls.org.

YULAN, NY (April 8, 2013) – U.S. Senators Charles E. Schumer and Kirsten Gillibrand have announced that the Yulan Fire Department Inc. is set to receive $34,913 to purchase turnout gear. The money was allocated through the Federal Emergency Management Agency’s (FEMA) Assistance to Firefighters Grant (AFG) Program.

“The Yulan Fire Depart is very happy and pleased that we were selected by FEMA for this award,” said Philip Johnson, Treasurer of the company.

Located in southern Sullivan County, Yulan Fire Department is supported by approximately 100 members and responds to nearly 100 calls annually. The Department will use the federal funds to purchase 15 complete sets of turnout gear, which will help the first responders serve the local community at their highest level.

Schumer was an original sponsor of the legislation that led to the creation of this funding program for local governments and fire departments to help defray the rising costs of equipment and fire prevention. The Assistance to Firefighters Grant Program funds can go towards training, equipment, personal protective equipment, wellness and fitness, and modifications to fire stations and facilities.
The Assistance to Firefighters Grant Program assists local fire departments in programs and activities to improve the effectiveness of firefighting operations through specialized emergency training for response to situations like terrorist attacks; enhancement of emergency medical services programs; development of health and safety initiatives; establishment of fire education and prevention programs; creation of wellness and fitness programs; and equipment and facility upgrades.

The Assistance to Firefighters Grants are administered by the Department of Homeland Security Federal Emergency Management Agency in cooperation with the Department’s United States Fire Administration. The grants are awarded on a competitive basis to the applicants that most closely address the program’s priorities and demonstrate financial need. More information on the Assistance to Firefighters Grant Program can be accessed at http://www.firegrantsupport.com/.

NEW YORK STATE (April 7, 2013) – Governor Andrew M. Cuomo announced today that the state Department of Motor Vehicles (DMV) has launched a public service campaign featuring well-known, two time Emmy Award-winning heart surgeon and popular television personality Dr. Mehmet Oz, host of The Dr. Oz Show, as part of efforts to increase the number of people enrolled in the New York State Donate Life Registry.

The PSAs are part of the DMV’s “Go the Extra Mile, Become an Organ Donor” campaign and will run statewide on both television and radio during National Donate Life month in April. The PSAs were entirely funded by donations and produced by Dr. Oz who donated his time and the time of his production company.

“Traveling across the state, I know firsthand that New Yorkers are some of most compassionate and selfless people you can meet,” Governor Cuomo said. “As we kick off National Donate Life month, I encourage New Yorkers to join the New York State Donate Life Registry to become an organ donor and help save lives. I also thank Dr. Oz for giving his time to participate in our PSAs to help spread the word across the state.”

Dr. Oz said, “Throughout my years as a surgeon in New York, I’ve performed hundreds of life-saving heart transplants. But I’ve also seen countless lives lost because we couldn’t get the organs needed to perform these miraculous operations.” Dr. Oz asks New Yorkers to “Rally together and help make a difference in saving lives.”

The PSAs are being distributed statewide through the New York State Broadcaster’s Association, which was also instrumental in arranging for Dr. Oz’s participation in the PSAs. In addition to being broadcast, the videos are also available on the DMV website at http://www.dmv.ny.gov/mydmv/organ-pop.htm.

One organ donor can save up to eight lives and improve the lives of up to 50 people by donating organs, tissues and corneas. Anyone over age 18 can sign up to be a potential organ donor, regardless of their medical history. Being an organ donor does not interfere with medical care or funeral preparations, and there is no cost to the donor or the donor’s family. New Yorkers can sign up to be organ donors quickly and conveniently online through MyDMV, in person at any DMV office, or by filling out and mailing a donor form to the Department of Health.

Nearly 10,000 New Yorkers are waiting for a life-saving transplant, and every 13 hours another New Yorker dies while waiting for a transplant. Yet, only 20 percent of New Yorkers age 18 and over have enrolled in the NYS Donate Life Registry compared to the nationwide average of 42 percent.

To sign up for MyDMV and enroll to be an organ and tissue donor, visit the DMV Web site at dmv.ny.gov.

NEW YORK STATE (April 5, 2013) – Governor Andrew M. Cuomo today invited New Yorkers to volunteer at their favorite state park or historic site as part of the second annual “I Love My Park Day” on May 4, 2013.

Online registration is now open for volunteers who want to support clean-up and beautification efforts at sites across the state, including areas that sustained much damage from Superstorm Sandy. To register, go tohttp://www.ptny.org/ilovemypark/.

“Last year, thousands of New Yorkers turned out to show their support for New York’s state parks and historic sites by volunteering at the first-ever I Love My Park Day,” Governor Cuomo said. “I am pleased to again invite New Yorkers to participate in this annual volunteer initiative to help clean and spruce up these great state assets which play a significant role in our tourism industry and economy. This year, there are especially worthwhile projects at facilities that experienced devastating damage from Superstorm Sandy last fall and can benefit greatly from the efforts of New Yorkers.”

Sponsored jointly by the New York State Office of Parks, Recreation and Historic Preservation and Parks & Trails New York, ‘I Love My Park Day’ is a statewide event to improve and enhance New York’s parks and historic sites as well as bring visibility to the entire park system and its needs. More than 70 parks and historic sites will participate – nearly double the number from last year. Volunteers will celebrate New York’s park system by cleaning up storm damage and other debris on park lands and beaches, planting trees and gardens, restoring trails and wildlife habitat, removing invasive species, and working on various site improvement projects. The New York State Commission on National and Community Service is joining the effort this year to help recruit volunteers, promote the initiative and engage AmeriCorps members to support projects across the state.

Last year, Governor Cuomo committed $89 million in total funding through the New York Works initiative to rehabilitate dozens of state parks and historic sites, representing the single largest infusion in history of capital dollars for New York’s park system. This year, through the next round of New York Works capital program, the Executive Budget provides $90 million for state parks to address the backlog of environmental capital needs and spur job creation and economic development.

The New York State Office of Parks, Recreation and Historic Preservation oversees 179 state parks and 35 historic sites, which are visited by 60 million people annually. A recent study by Parks & Trails New York found that New York State Parks generates $1.9 billion in economic activity annually and supports 20,000 jobs. For more information on any of these recreation areas, call 518-474-0456 or visit www.nysparks.com, connect on Facebook, or follow on Twitter.

PARKSVILLE, NY (April 3, 2013) – The Lyric Quartet, an organization of singers founded in 1980, brings their musical talent to the Parksville Methodist Church beginning on Sunday, April 7 at 3:00 p.m.

imageThe Parksville USA Music Festival is a private, non-profit organization whose aim is to supply a venue for a lengthy season of concerts, varied and interesting, individually and collectively.

There will be eight concerts on the first Sunday of every month, April thru October, at 3:00 p.m. and a Gala Holiday Concert in December.

The festival is sponsored by the Michele Koury Caltabellotta Foundation. Michele dreamed and worked for a Parksville renaissance of prosperity. The sponsors are confident that this music festival will encourage this and contribute to that end. The Foundation will provide scholarships to talented musicians to further their education and help them with their expenses.

Tax-exempt contributions will be welcomed to further the scholarship program.

The Lyric Quartet has a wide ranging musical background. Organized in 1980, they toured extensively throughout the New York, New Jersey, Connecticut, tri-state area.

Almost immediately after their inception they were awarded funding from private and government agencies to bring live classical vocal music to new audiences in many areas.

Included were colleges, art centers, schools and museums. Their concerts, a charming mixture spanning centuries of opera, operetta, show music, art, folk and international songs and ensembles, were presented in, among other venues, Damrosch Park in Lincoln Center, Temple Emanuel, The Museum of Natural History, Alice Tully Hall and Eisenhower Hall in West Point. The New York City Department of Cultural Affairs funded a two-year program of abbreviated operas for the public schools.

Founder and Managing Director, Tom Caltabellotta explained that the new Lyric Quartet was reorganized a few years ago using the same organizational and cultural patterns of yesteryear. They quickly found solid ground on many stages in the upstate area.

Tom, lured by the “jewel box” atmosphere of the Parksville United Methodist Church, recently founded the Parksville USA Music Festival in honor and memory of his wife Michele, a talented pianist and a driving force in the Parksville Renaissance projects.

The Parksville Methodist Church is located on Short Avenue in Parksville, NY.

Tickets, which are $18 (both in advance and at the door) are available at Floyd and Bobo’s Bakery, 98 North Main Street, Liberty, NY.

For additional information, call Tom at 845-747-4247, e-mail him at mistermichele@owly.com or look online at www.parksvilleusa.com.
